Scarborough BC chief executive Jim Dillon to speak at Socitm’s Spring Conference
A combination of data analysis, information technology and sharing with other local public services is delivering sustainable business change for Scarborough Borough Council, its chief executive Jim Dillon will tell delegates at the Socitm Spring conference next month.
The council is one of seven shire districts to have joined up with North Yorkshire County Council, York City Council, the North Yorkshire Police and a national park authority in the North Yorkshire Connect Partnership formed three years ago.
As well as sharing procurements and services, the Partnership is starting to deliver a single customer experience, at whatever point the customer chooses to access services. Electronic delivery is at the heart of this, underpinned by plans to roll out the local high speed broadband at up to 100mps, already available to businesses in the town, to the wider community. A partnership with Northgate is exploiting technology to bring efficiencies and enhanced customer experience through a comprehensive programme of business process and service re-design.
Equally important is sharing and analysis of data about usage of council services, and its correlation with usage data from health services and the police. Combined with available national data, including the Indices of Multiple Deprivation, this is providing powerful insights around service design and is starting to enable proactive service delivery, anticipating people's needs rather than reacting to them. With access to live data, the council is also able to move quickly where speedy interventions are beneficial.
