The report sets out the progress that has been made by the Committee in the last year. It includes performance highlights such as: a review on renewable energy’s contribution to decarbonisation; recommendations on the Fourth Carbon Budget; and a review highlighting the importance of Bioenergy for achieving UK targets. In response to widespread concern that recurring energy bill increases were linked to environmental policies and low-carbon investments, the Committee also published a comprehensive analysis of the impact of meeting carbon budgets on household energy bills. 

 The Annual Report also summarises the Committee’s business objectives and deliverables for the coming year. This includes delivering a report on carbon leakage and competitiveness, as well as progress reports to parliament in reducing emissions across the UK and the devolved administrations.

The Committee’s commitment to reducing its own carbon emissions is detailed in the report. This year the organisation had the challenge of moving to a less energy-efficient premises to deliver cost savings. In this context the initial focus has been on improving monitoring and energy management, and scoping possible improvements to heating and cooling systems in order to adhere to our sustainability commitments.

Corporate achievements include making considerable progress in establishing a well functioning corporate governance framework and delivering efficiency improvements.

David Kennedy, Chief Executive of the Committee on Climate Change, said: 

“The Committee has been very productive over the last year, and has continued to exert significant influence on the climate change agenda. As well as the Government and Parliament accepting and legislating  our recommended fourth carbon budget, our advice and recommendations are reflected in key Government strategies and policies, including the Electricity Market Reform, the Carbon Plan, and the Bioenergv Strategy.”
