The Guide explains how the 2013 review of parliamentary
constituencies will work. It also gives details about how people
will be able to have their say when the Commission publishes its
proposals this September. Copies of the initial proposals will be
available in various locations across all of England as well on
the Commission's website. People will be able to comment
on the proposals either by attending public hearings, that will
run from mid-October to mid-November, or by writing in during the
12 week consultation period which will end in December.
Simon James, Secretary to the Commission said "We
want to encourage people to give us their views when we publish
our initial proposals this September. This Guide gives all the
information you need to know about the review process and how you
can participate."

Background notes for editors
1. The Boundary Commission for England (BCE) is an independent and impartial non-departmental public body, which is responsible for reviewing Parliamentary constituency boundaries in England.
2. The BCE is reviewing Parliamentary boundaries following the new rules laid down in the Parliamentary Voting System and Constituencies Act 2011 ('the 2011 Act') and will deliver its final recommendations by 1 October 2013.
3. The 2011 Act reduces the number of constituencies from 650 to 600. England has been allocated 502 constituencies, two of these constituencies are expressly reserved for the Isle of Wight.

4. The Act requires that each constituency
must have an electorate that is no less than 95% and no more than
105% of the 'UK electoral quota'. The UK
electoral quota for the 2013 Review is, to the nearest whole
number, 76,641.
