IISS: Deterrence during disarmament
The International Institute for Strategic Studies highlights a publication which illustrates how the superpowers retain vast nuclear stockpiles and, despite the benefits for non-proliferation & budgeting, they are wary of cutting them, fearing that fewer warheads means less strategic stability.
In the latest Adelphi Book, leading scholar James Acton knocks down those arguments, one by one.
