On 1 March 2013, the Secretary of State announced details of the capital funding of around £4 billion that will be made available to create new school places and to carry out maintenance and repair work to existing school buildings.

The announcement included details on the allocation of:

• £1.6 billion of basic need funding for 2013-15 to local authorities (LAs) to provide additional school places where needed in their area;
• £595 million of maintenance capital for 2013-14 to local authorities to support the needs of the schools that they maintain and for the Sure Start children’s centres in their area;
• £392 million of maintenance capital for academies for 2013-14;
• £154 million of locally-coordinated VA programme capital for 2013-14 to support the maintenance capital needs of voluntary-aided schools;
• £200 million of devolved formula capital for schools;
• a total of £65 million for sixth-form college maintenance and devolved formula capital funding for 2013-14, and £80 million basic need funding for 16 to 19 demographic pressures for 2013-15; and
• a total of £15 million funding for Independent Specialist Providers (ISPs) for 2013-15.

In his Autumn Statement on 5 December 2012, the Chancellor announced that the Government will provide additional investment of £982 million for schools in England over the remainder of this Parliament.

With this additional funding, ministers have launched the Targeted Basic Need Programme to fund the provision of new, high quality school places in the areas that need it most. The programme will offer additional support to those local authorities experiencing the greatest pressure on places and will help them to prepare for further rises in pupil numbers. Basic need funding has been allocated to local authorities. This is because local authorities are responsible for ensuring that there are sufficient schools locally to meet demand. Local authorities can use this money to fund projects at any publicly-funded schools, including voluntary-aided schools and academies (including at existing or new Free Schools) where they address basic need pressures.

£200 million of devolved formula capital funding has been allocated directly to all publicly-funded schools, and final DFC allocations will be confirmed during April 2013, when it will be clear which schools have converted to academy status by the beginning of that month.

As was the case in 2012-13, all of these allocations of basic need, maintenance and devolved formula capital will be delivered as capital grant.

Advice has already been issued by the Education Funding Agency (EFA) on the application process for Academies Capital Maintenance Funding, sixth-form colleges Building Condition Improvement Fund and the application information for the 16-19 Demographic Growth Capital Fund is now available.
