THE SHADOW BOARD OF THE CONSUMER COUNCIL FOR WATER

Elliot Morley, Minister for Water, has made the following
appointments to the shadow Board of the Consumer Council for Water:
* Sir James Perowne (Regional Chair, Central)
* Catherine Harvey (Regional Chair, Eastern)
* Andrea Cook OBE (Regional Chair, Northern - covering North West,
Northumbria & Yorkshire)
* Richard Sturt (Regional Chair, Southern)
* David Bland OBE (Regional Chair, Thames)
* Charles Howeson (Regional Chair, Western - covering Wessex & South
West)
* Timothy Hornsby (Independent Member)
* Janet Paraskeva (Independent Member)
The Consumer Council will be established from 1 October 2005 as an
independent consumer champion, holding water companies, regulators
and Government to account.
Speaking about the appointments Mr Morley said
"I am pleased that we have been able to draw together an excellent
team with a wide range of expertise and relevant experience. There
is a good mix of existing WaterVoice Chairs and new faces to the
water sector, who will help to ensure that water consumers will have
a strong and independent voice to represent their interests."
Biographical Details:
Sir James Perowne
James Perowne is currently the Chairman of WaterVoice Central. He is
also President of the Association of Royal Navy Officers, President
of the Royal Navy Benevolent Society for Officers, President of the
Submariners' Association, Chairman of the Submarine Officers' Life
Membership Association, Chairman of the British Red Cross Queen
Mother Memorial Fund, and Trustee of the British Forces Foundation.
Sir James, who was in submarines for much of his career, is a
Graduate of the Royal College of Defence Studies and gained the
Queen's Sword from Britannia Royal Naval College Dartmouth. Sir
James will be paid £21,529 a year for a 2 day week. His appointment
is for four years.
Catherine Harvey
Catherine Harvey is currently the Chair of WaterVoice Eastern and a
non- executive Director of East Cambridgeshire and Fenland Primary
Care Trust. Catherine was previously Chair of the NE Lincolnshire
Area Child Protection Committee and has also worked with West Kent
Health Authority and Kent County Council. Catherine will be paid
£21,529 a year for a 2 day week. Her appointment is for two years.
Andrea Cook OBE
Andrea Cook has extensive experience of customer representation and
regulation in energy, water and financial services. She is currently
the Chair of WaterVoice Northumbria and the Vice Chair of the Ethics
and Governance Council of the UK Biobank project. She was a member
of the UK Round Table on Sustainable Development, the Government's
Renewable Energy Advisory Committee and Advisory Group to the New
Deal Task Force. Andrea was awarded the OBE in 1990 for services to
the voluntary sector. Andrea will be paid £32,292 a year for a 3 day
week. Her appointment is for 4 years.
Dr Richard Sturt
Richard Sturt is currently the Chair of WaterVoice Southern. He is
also a non-executive director of East Kent Hospitals NHS Trust, the
Registrar of Canterbury Diocese, a member of the Governing body of
Canterbury Christ Church University, a member of the Kent Police
Authority Appointments Panel and a consultant to Mowll and Mowll
solicitors. Richard was previously HM Coroner for East Kent.
Richard will be paid £21,529 a year for a 2 day week. His appointment
is for two years.
Professor David Bland OBE
David Bland is currently a member of Postwatch Council and Chair of
its South East Region, and of its Forum for small business and social
mail users. He is a Visiting Professor at Cass Business School (City
University), Chairman of Tiercel Residential plc and a Warden of the
Worshipful Company of Insurers. David was formerly
Pro-Vice-Chancellor at the University of Sheffield, Chief Executive
of the Chartered Insurance Institute and Head of the East London
Business School (University of East London). David was awarded the
OBE in 1989 for education in the financial services. David will be
paid £21,529 a year for a 2 day week. His appointment is for four
years.
Charles Howeson
Charles Howeson has been a member of the Postwatch National Council
and Chair of its South and West Region for the last four and a half
years. In the Voluntary and Community sector, he has held, and still
holds a range of appointments in the SW including, in Plymouth,
Group Chair of the Mount Batten Centre, Chair of the Chamber of
Commerce and Vice Chair of both the local strategic partnership
(2020) and the sub regional economic partnership. These latter
roles all involve working voluntarily for the community in the areas
of urban regeneration and the wider regional economy in which water
affairs play a significant part. In the private sector, amongst a
variety of other appointments, Charles chairs the boards of the
Rowe Group and Crownhill Estates Ltd, and holds trusteeships which
give him an additional wide experience of rural economic affairs
in the South West. Charles will be paid £32,292 a year for a 3 day
week. His appointment is for four years.
Timothy Hornsby
Timothy Hornsby is the Chair of the National Lottery Commission,
Chair of the Horniman Museum, and Chair of the Harkness Fellows
Association. Timothy's previous positions have included the Chief
Executive of National Lottery Charities Board, Chief Executive of the
Royal Borough of Kingston Upon Thames and Director General of the
Nature Conservancy Council. Timothy will be paid £7,000 a year for
two days a month. His appointment is for four years.
Janet Paraskeva
Janet Paraskeva is currently the Chief Executive of the Law Society.
Janet was previously the Director for England of the National Lottery
Charities Board and Chief Executive of the National Youth Agency.
Janet will be paid £7,000 a year for two days a month. Her
appointment is for four years.
Notes for editors
1. These appointments, which have been made in accordance with
guidance issued by the Office for the Commissioner for Public
Appointments (OCPA), will take effect on 1 October 2005 when the
Consumer Council for Water will take over the functions of
WaterVoice. In the meantime, appointees will from 1 July assist in
setting up the Consumer Council.
2. All appointments are made on merit and political activity plays no
part in the selection process. However, in accordance with the Nolan
recommendations, there is a requirement for appointees political
activity (if any declared) to be made public. None of the above
appointees declared any political activity.
3. These appointments were made in consultation with the Chair
designate of the Consumer Council for Water, Dame Yve Buckland.
4. Responsibility for the appointment of the Regional Committee Chair
for Wales falls to the National Assembly for Wales in consultation
with the Chair designate. This appointment will be announced
separately.
