Minister for Lifelong Learning and Higher Education, Margaret Hodge today announced the appointment of four new members of the Higher Education Funding Council for England.

The new members are:
- Ann Lloyd, Director NHS Wales;
- Peter Saraga, formerly Managing Director of Philips Research Laboratories UK;
- Nigel Savage, Chief Executive of the College of Law of England and Wales; and
- Sir Richard Sykes, Rector of Imperial College of Science, Technology and Medicine and formerly Chairman of GlaxoSmithKline plc

Three of the appointments replace outgoing members - Barbara Stephens, Lord Stewart Sutherland and Anthony Booth.

Mrs Hodge also announced the re-appointment of Stephen Bundred, Sir Gareth Roberts and Dorma Urwin for a further term on the HEFCE.

Mrs Hodge said:

"I am very pleased to be able to make these appointments. The new members bring a wide range of academic, public sector and business experience to HEFCE. I am confident that they will be able to provide strategic advice and guidance to the Funding Council in taking forward an ambitious programme for higher education."

NOTES FOR EDITORS:

1. The Higher Education Funding Council for England was established on 6 May 1992 under the terms of the Further and Higher Education Act 1992 and assumed responsibility for funding higher education in England on 1 April 1993, succeeding the Universities Funding Council and the Polytechnics and Colleges Funding Council.

2. The HEFCE's main functions are to advise the Secretary of State for Education and Skills on the funding needs of higher education institutions in England and to distribute available funds. In 2002-03 the HEFCE is distributing over £5 billion to support teaching and research in 132 institutions of higher education and of higher education courses at 201 further education colleges.

3. Members of the Board, including the Chairman and Chief Executive, have collective responsibility for the control and management of the HEFCE as a corporate body. The Board is responsible for developing policies and ensuring that projects, programmes and activities undertaken by the HEFCE are consistent with the overall provisions of the FHE Act and any guidance or directions issued by the Secretary of State.

4. Ann Lloyd, Peter Saraga, Nigel Savage and Sir Richard Sykes have been appointed for a period of 3 years. Stephen Bundred and Sir Gareth Roberts have been re- appointed for a further three years and Dorma Urwin for a further year.

5. Ann Lloyd took up the post of Director of NHS Wales in February 2001. She was formerly the Chief Executive of the North Bristol NHS Trust from 1 April 1999 and prior to this was the Chief Executive of the Frenchay Healthcare NHS Trust. She was a member of the Department of Health Chief Medical Officer's Advisory Forum and Working Group on Medical Education, Training and Staffing and chaired the sub-group dealing with overseas doctors. She was also the Chair of the Avon, Gloucestershire & West Wiltshire Education Purchasing Consortium and is a former Governor of the City of Bristol and Brunel FE Colleges.

6. Peter Saraga was Managing Director of Philips Research Laboratories UK from 1992 to September 2002. As such, he was a member of the management team of Philips International Research, an organisation of 2500 people with an annual budget of 300m Euros. He retired last month to undertake a range of consultancy projects but continues his association with Philips. He has served on a number of Government related committees, most recently as an external adviser to the Treasury Science and Research Cross-Cutting Review.

7. Nigel Savage has been Chief Executive of The College of Law of England and Wales, which has five campuses across the country, since 1996. He was formerly Dean of the Nottingham Law School (1989-1996) and was a legal academic in Scotland for nine years at the University of Strathclyde.

8. Sir Richard Sykes became Rector of Imperial College of Science, Technology and Medicine on 3 January 2001. He was appointed Deputy Chairman & Chief Executive of Glaxo plc in March 1993, then Chairman & Chief Executive of Glaxo Wellcome plc (later GlaxoSmithKline plc) in May 1997. Sir Richard stood down as Chairman of GlaxoSmithKline in May 2002.

9. Of the new appointments, only Peter Saraga has been involved in any political activity in the last five years. He is a member of the Labour Party and his wife (Ann Coffey) is MP for Stockport.

10. The members attend 7 Board meetings a year and participate in the Board's various strategic committees. They receive an annual honorarium of £4,000. Their other interests are to be published on the HEFCE website: www.hefce.ac.uk
